MONEY REFORM OF E.F. KANKRIN (1839-1843) IN HISTORICAL AND CRITICAL REVIEW BY P.P. MIGULIN

Abstract

The article continues the series of publications on problems and measures for reforming the monetary circulation of the Russian Empire. The article highlights the preconditions, mechanisms of realization, advantages, disadvantages and consequences of the monetary reform of 1839–1943, analyzed in the scientific works of Petr Migulin, the professor of Financial law of the Kharkiv and St. Petersburg universities. Interest to this subject is due to the need to work out the scientific heritage of Professor Migulin, whose long «oblivion» was associated with his migration after the events of 1917. A significant number of scientific papers of P. Migulin can serve as a source of research on the economic history of the imperial period, from the history of financial and economic science and education, as they contain unique statistical material on monetary issues. To achieve this particular goal, special methods are used for the study of socio-economic history: narrative, comparative-historical, historicalbiographical, statistical, as well as the methods common to historical and economic studies – organizational approach and process analysis. Thoroughly this monetary reform is characterized by a fundamental three-volume study of P.P. Migulin «The Russian State Credit» (Kharkiv, 1899–1906). In this work a separate chapter entitled «The Age of Earl E.F. Kankrin», dedicated to the measures of budgetary regulation, customs policy, monetary regulation and public debt of the Russian Empire during E.F. Kankrin’s tenure as Minister of Finance. Professor Migulin studies a large amount of factual and digital material on money and credit circulation and monetary reform, pays considerable attention to the analysis of the success or failure of individual events, and argues with researchers of these phenomena on selected theoretical and applied questions. The analysis of certain financial measures was carried out by professor Migulin without taking into account the contemporary socio-economic conditions. P. Migulin explains the considerable interest in the monetary reform of 1839–1843 by the need to generalize the historical experience in order to increase the effectiveness of monetary reform S. Witte (1895–1897), that took place during the period of writing the first volume of the author’s study of Russian state credit. P. Migulin considers that the monetary reform was carried out in spite of the conviction of E.F. Kankrin, who was a supporter of palliative measures. P. Migulin believes that the main preconditions for monetary reform are: the expansion of domestic and foreign markets, which led to an increase in the volume of revenues of gold and silver by increasing the volume of foreign trade and, consequently, the formation of a positive balance of payments balance; treasury revenue growth; reduction of issuance of notes through the development of external and internal lending sources of state budget financing. The need for monetary reform was conditioned by the excessive number of signatures and the circulation of parallel currency (gold, silver, platinum and copper coins that were simultaneously in circulation). Reductions in the number of notes in cash flow happened in stages. At the preparatory stage, the stock of silver was formed, it was allowed to pay to the treasury a silver coin instead of the notes, then the silver ruble was introduced as the basis of the monetary system, government credit bills were introduced and, at the final stage, withdrawn from the circulation of unsecured notes. Exchange of notes was carried out until 1851, and deposit tickets – until 1853. The stability of monetary reform, according to P. Migulin was ensured by the active balance of payments of the country. According to P. Migulin the main organizational benefits of the monetary reform were consistency, caution, cheapness of its conduct and lack of dissatisfaction from the population. The main result of this reform is reasonably considered the establishment of a steady circulation of metal money. Monetary reform stabilized the money circulation, led to an increase in the ruble exchange rate on the world market and contributed to the end of the crisis of the banking system of the empire. The prospects for further research on the analysis of the scientific heritage P. Migulin on monetary issues may be the conversion operations of 1893-1901, especially the mortgage and railway loans of the XIX – early XX centuries and other less researched aspects of imperial money circulation.
